Dominica has moved into the implementation phase of its Roseau Enhancement Project, the long-discussed effort to upgrade the capital’s public spaces, infrastructure, and visitor-facing waterfront. The shift from planning to delivery signals tangible progress for a city that serves as the island’s commercial hub and the gateway for a busy cruise calendar.
