Venezuela Closes ICJ Rebuttal as Caracas Pre-Rejects Any Ruling for Guyana

Venezuela delivers its final oral argument at The Hague today, having signalled it will not accept an ICJ ruling that favours Guyana. President Ali rules out Exxon renegotiation.

Venezuela closes its second round of oral argument at the International Court of Justice today from 3pm, ending two weeks of hearings on the 1899 Arbitral Award. Caracas has already made its position clear: any ruling that favours Guyana will not be accepted. The decision phase opens after today’s session.

President Irfaan Ali used the weekend to shut the door on Exxon contract renegotiation. Improving Guyanese living standards, Ali argued, is not contingent on reopening the production-sharing agreement — a framing that separates the contract debate from the standard-of-living debate the Opposition has tried to fuse.
