Ramesh from Queens responds to today's Daily Brief — Kingston produced a framework, the Ministry is conducting its review properly, and the Rupununi commissioning is on schedule, beta. On schedule for what is a separate question.

I have to address some misinformation.

De TWB Editorial paint Kingston like it was a failure. A framework of intent. Beta — that is still a framework. Read de words. “Continued engagement at a pace appropriate to member-state circumstances.” Dat is diplomatic language. Dat is mature negotiation. Dat is what big countries do — Switzerland, Norway, dem countries dat actually work. Dey not signing every paper at every meeting. Dey building consensus. We building consensus. CARICOM is a consensus organization, beta. Not a signing organization.

De Wales situation, again. De Ministry conducting a vetting review. Of course dey not making public statement. You don’t run a vetting review on Twitter. You don’t issue a press release every time a man’s bank account get flagged in a foreign newspaper. Dat is how you destroy a project. Dat is how foreign capital flee. De Ministry is being responsible. Four working days is nothing. Nothing. I know contractors who wait six month for VAT refund. Four day for a vetting review is fast.

De Rupununi commissioning. “Final commissioning” mean final commissioning. It mean dey almost done. It mean de transformer is in place, de wiring is done, dey just doing safety checks. You want dem to not do safety checks? You want a transformer to blow up in Lethem? Dat is what TWB is suggesting? Skip de safety checks? Some of dis editorial line is bordering on irresponsible, beta. Bordering on it.

De Cabinet reshuffle — okay. TWB right to wait on dat. Three report still not enough. Four report, maybe. Five, definitely. Three is in de gray zone. Even Ramesh agree on dat one.

But de market tender. Beta. Dey complaining dat de awarded consortium not “publicly identified.” De Demerara Waves filed a Right to Information request. Dat is de system working. Dat is exactly what is supposed to happen. De RTI Act exists for dis. De fact dat Demerara Waves using it is good news. Why TWB framing it like a scandal? Why?

Because some people, beta — and I will say dis with love — some people don’t know how to recognize progress when it is in front of dem. De school of Agriculture funded. De markets tendered. De gas project still on schedule. De CARICOM framework signed (yes, signed — a framework of intent is signed, beta, dat is what it mean).
