STORY ONE: THE DRAINAGE SURVEY

Day 47 of di promised comprehensive drainage survey for Half-Way-Tree corridor. Originally announced as a 21-day exercise. Subsequently revised to 30 days. Subsequently revised to “before di next heavy rain season.” Heavy rain season currently ongoing. Survey not yet commenced.

Ministry source confirm di consultant ah finalize scope-of-works document. Document originally ah finalize last Tuesday. Subsequently last Friday. Subsequently “early next week.” Early next week unspecified.

STORY TWO: DI CABINET SUBCOMMITTEE

Day 12 of di Cabinet Subcommittee on Procurement Modernization. Subcommittee announced 8 January. First meeting held 14 February. Second meeting scheduled 28 February — postponed. Rescheduled 14 March — postponed. Rescheduled 4 April — held, but quorum not reached. Three members in transit. Two members at separate event. One member sent apology di morning of.

STORY THREE: DI NEW SUBCOMMITTEE

Day 3 of di newly-announced Cabinet Subcommittee on Reasons di Procurement Modernization Subcommittee Ah Move Slow.

New subcommittee composed of three members: two of whom also sit pon di original subcommittee, one of whom previously chair a 2023 subcommittee on a different procurement matter dat also ah continue. Di new subcommittee scheduled to deliver an interim report inna 90 days. Interim report will inform di drafting of a terms-of-reference for a fuller review. Fuller review timeline to be determined upon receipt of interim report.

Permanent Secretary describe di structure as “iterative.”

STORY FOUR: DI ELECTRONIC FILING SYSTEM

Promised electronic filing system for vehicle registration: Day 1,247.

Originally announced 2023. Pilot phase originally six months. Pilot phase ongoing. Pilot phase reviewed 2024 — pronounced “promising.” Pilot phase reviewed 2025 — pronounced “still promising.” Pilot phase under review 2026 — review due “by end of fiscal year.”

Fiscal year end: 31 March. Today: 30 April.
