Prime Minister Andrew Holness opened the 11th Biennial Jamaica Diaspora Conference in Montego Bay, arguing that transnational crime demands transnational law-enforcement cooperation and that criminals should have “no place to hide.” The event doubles as an investment and talent pitch to Jamaicans abroad. For the diaspora, it is a direct invitation to be treated as a policy constituency, not just a remittance source. The measure of the conference is which commitments outlive the closing ceremony.
