President William Ruto assented to the Division of Revenue Bill, 2026, sending roughly Sh428 billion to county governments for FY2026/27, up from Sh415 billion, after several mediation rounds between the National Assembly and Senate. The figure is the backbone of Kenya’s devolution settlement and shapes what counties can actually deliver. For the diaspora funding projects at home, county capacity is where national budgets meet local reality. The question is whether more money produces better services or thinner spread.
